Commercial Roof Replacement
A commercial roof replacement in Loudoun County runs $7 to $15 per square foot installed, and most mid-sized buildings are finished in one to three weeks working around your operating hours.
Before that, though, there’s a question worth answering properly: does the roof actually need replacing? Plenty don’t. A roof with isolated failures and dry insulation underneath can often be repaired for a fraction of the cost, and a contractor who leads with a replacement quote before anyone has cut a test sample isn’t giving you an assessment — they’re giving you a sales pitch.

Does Your Commercial Roof Need Replacing?
Four things decide it, and only one of them is age.
1. Is the insulation wet?
This is the question that settles most cases. A membrane can look poor and still be repairable if the insulation beneath it is dry. Once water is in the insulation, it stays there — it doesn’t dry out, it corrodes the deck from above, and every repair you make over it is money spent on a roof that’s already failing.
Finding out requires a core cut — a small test sample taken through the assembly — or an infrared scan. Any contractor quoting a replacement without doing one is guessing. Our roof inspections are free, and on commercial buildings they include the core sampling that settles this question.
2. How much of the roof has failed?
Isolated failures around penetrations or at a few seams are a repair. Widespread seam separation, membrane shrinkage pulling at the edges, or blistering across whole sections is a system at end of life. The rough threshold most of the industry works to is 25% — beyond that, repairs stop making financial sense.
3. How old is the system, and what was it?
A 60-mil TPO or EPDM roof has a realistic service life of 20 to 30 years. Modified bitumen similar. If you’re at year 22 and seeing multiple leaks a season, you’re not having bad luck — the roof is finishing.
4. What’s the leak history costing you?
Three service calls a year plus interior damage plus business disruption adds up quickly against a capital replacement that comes with a 20-year warranty. Worth doing that arithmetic before the next call rather than after.
When Repair Is the Right Answer
We’ll say so when it is. If the insulation is dry, the failures are localised, and the system has years left, a repair is the correct recommendation and we’d rather make it than sell you something you don’t need. See roof repair.

Recover or Tear Off?
Once replacement is the answer, the next decision has a real cost attached.
A recover installs the new system over the existing one. It saves the tear-off and disposal — roughly $1 to $3 per square foot — and it’s faster and far less disruptive, since the building is never left with an open deck.
A tear-off strips everything back to the deck. More expensive and more disruptive, but it’s the only option when the insulation is wet or when the roof already carries two layers.
Three things decide which you can do:
- Existing layers. The Virginia Uniform Statewide Building Code limits how many roof coverings can be stacked. If there are already two, a tear-off is required rather than optional.
- Moisture in the assembly. Recovering over wet insulation seals the water in. The new roof will fail early and the warranty won’t cover it.
- Structural capacity. Adding a layer adds weight. On older buildings that needs checking rather than assuming.
We take core samples before recommending either. It’s a small cost that prevents a large mistake.
The Replacement Process
- Assessment and core sampling. Free inspection covering membrane, seams, terminations, flashing, drainage and ponding — plus core cuts to establish whether the insulation is dry.
- Scope and proposal. Square footage, system and membrane thickness, insulation R-value, recover or tear-off, flashing and accessory count, warranty tier, timeline and cost. Written to be compared line for line against other bids.
- Permits and inspections. We pull the permits and build the staged inspections into the programme. Inside Leesburg town limits that means a Town of Leesburg zoning permit first, then the county — the county won’t issue until the town’s is approved.
- Phased installation. Sections are opened and closed the same day wherever possible, so the building is never left exposed overnight. Staging keeps entrances, loading areas and parking usable.
- Close-out. Final walkthrough, manufacturer and workmanship warranties in writing, and photographic documentation of each phase for your records.

What Does a Commercial Roof Replacement Cost?
$7 to $15 per square foot installed for a single-ply replacement in Loudoun County. On a 10,000 square foot building that’s roughly $70,000 to $150,000; standing seam metal sits above the range.
The variables, in the order they usually matter:
- Tear-off versus recover — tear-off adds around $1 to $3 per square foot, and each layer beyond the first adds a further $0.50 to $1.50. Wet insulation that needs replacing adds more again.
- Membrane thickness — a 60-mil and an 80-mil TPO are different roofs with different warranties and different prices. Always check which is quoted.
- Insulation — Loudoun County is in climate zone 4, where the Virginia code requires a minimum of R-30 continuous insulation on low-slope commercial roofs with insulation above the deck. Not optional, and a common reason a suspiciously cheap quote is cheap.
- Roof complexity — heavy rooftop equipment, multiple penetrations and changes in level add roughly 15 to 30%.
- Square footage — larger roofs cost less per foot, noticeably so above 50,000 square feet.
A commercial roof is a capital asset, so the number worth comparing isn’t the install price — it’s cost per square foot per year of expected service life. A metal roof at double the upfront cost with three times the lifespan is the cheaper roof.
Commercial Roof Replacement Across Loudoun County
When a commercial roof needs replacing has more to do with when the building went up than where it is. Loudoun’s commercial stock came in waves, and those waves are now reaching end of life in a fairly predictable order.
Ashburn, Sterling and Dulles — most of the office, flex and light industrial space along this corridor was built from the late 1990s onward, alongside the data centre growth. A single-ply membrane installed then is now at 25 years or more, which is precisely where TPO and EPDM reach the end of their service life. If you own a building here from that period and you’re seeing more than one leak a season, the roof is finishing rather than misbehaving. The heavy rooftop cooling equipment on these buildings also concentrates the failures — penetrations fail long before the field of the membrane does.
Leesburg — a wider spread of ages. Newer office and flex space sits along the Route 7 and Route 15 corridors, while older commercial buildings downtown have often been recovered once or twice already. That matters: where two coverings are already stacked, the Virginia code makes a full tear-off mandatory rather than optional, and the cost expectation should be set accordingly from the start.
Aldie and the Route 50 corridor — mixed commercial and light industrial, much of it more recent, and an area we already do a good deal of commercial work in.
Purcellville, Round Hill and western Loudoun — older, smaller commercial buildings, churches and agricultural structures, where the original roof is often modified bitumen or metal rather than single-ply. Wind exposure off the Blue Ridge is materially higher here, which favours a fully adhered system over a mechanically fastened one and makes edge detailing critical on any replacement. The National Weather Service office in Sterling issues the high wind warnings for this area.
